Since Apr 06th, 2024, it is now a United Kingdom (UK) requirement that all passenger and crew personal identifiable information (PII) is submitted via Submit General Aviation Report (SGAR), an online portal.

This enables the United Kingdom Border Force (UKBF) to access a central database for international arrivals and departures at all UK airports.

This SGAR submittal can be managed and processed by Flight Pro International (FPI) on your behalf.

This added focus on crew and passenger PII clearance has brought increased visibility and specific rules by the UKBF on what constitutes an “Operating Crew”. The UKBF definition of an operating crew is “individuals who hold a pilot license or other crew member certification in addition to their passports.” This designation includes pilots and flight attendants.

This enables operating crew to gain entry clearance if they are under the engagement to leave within 7 days on their own or another aircraft (for example, commercial aircraft).

Operating crew does not include a flight engineer, an aircraft technician, mechanic, security personnel, or crews in training. These individuals must be considered as passengers on your manifest, general declaration form, and must secure any necessary VISA. Should any of these non-operating crew be listed as crew on your manifest and SGAR without the correct entry clearance, it could result in refusal of entry and a fine of £2000.00.
