New Requirements Regarding Disabled Aircraft in Japan

(November 2025)

Effective mid-September 2025, three major airports in Japan—Narita (RJAA), Osaka (RJBB), and Nagoya (RJGG)—have implemented new requirements regarding the management and removal of disabled aircraft.

Each airport will require the submission of specific documentation as outlined below:

RJAA (Narita):

  • Consent Form for the Removal of Disabled Aircraft
  • Aircraft Operator’s Removal Operation Plan

RJBB (Osaka):

  • Consent Form for the Removal of Disabled Aircraft

RJGG (Nagoya):

  • Consent Form for the Removal of Disabled Aircraft

The Consent Form is intended to clearly establish responsibility between the airport administrator and the aircraft operator/owner, including any third parties authorized by the operator to perform removal activities. This form ensures clarity regarding authority and obligations should an aircraft become disabled on a runway or in any operational area of the airport.

If an aircraft becomes disabled for any reason, the aircraft operator is responsible for promptly relocating it to a position that does not interfere with airport operations. Should the operator be unable to fully or partially meet this obligation, the Consent Form authorizes the airport administrator to carry out the removal on the operator’s behalf.
