A Foreign Operator Permit (FOP) is mandatory for all aircraft listed on an Air Operator Certificate (AOC), regardless of whether the flight is conducted as a private (Part 91) or charter (Part 135) operation.
The FOP approval process, including the appointment of a local representative, typically takes 1.5 to 2 months to complete.
Once the FOP has been issued, operators may proceed with applications for airport slots and landing permits.
An FOP may be issued on a per-trip basis or for a validity period of three months or longer, subject to the discretion of the relevant Civil Aviation Authority.
