(November 2026)
Effective November 1st, 2026, Japan will implement a revised consumption tax refund system for eligible international visitors. Under the new process, travelers will pay the full tax-inclusive purchase price and receive a refund only after Japanese Customs verifies that the purchased goods are being exported from Japan. Tax exemptions will no longer be applied at the point of purchase.
Passengers departing through the General Aviation Terminals (GATs) at the following airports must select the credit card refund option when making tax-free purchases:
- Narita (RJAA)
- Kansai (RJBB)
- New Chitose (RJCC)
- Chubu Centrair (RJGG)
- Haneda (RJTT)
- Shimojishima (RORS)
If a retailer or tax refund provider does not offer credit card refunds, passengers must complete the refund process at the main terminal. Please note that VIP assistance and priority processing will not be available for passengers completing this process at the main terminal.
Any last-minute change from the GAT to main terminal processing may result in departure delays and cancellation fees of up to 100% of the applicable GAT charges.
For departures from all other Japanese airports, passengers must complete the tax refund process at the main terminal.
The purchaser must complete Customs verification in person. Ground handlers, representatives, or other third parties are not permitted to complete this requirement on the passenger’s behalf. Passengers must have the following readily available for Customs inspection before checking in their baggage:
- Valid passport
- All purchased goods eligible for the tax refund
Operators are strongly encouraged to brief passengers on these requirements well in advance of departure, confirm that the appropriate refund method has been selected at the time of purchase, and ensure sufficient time is allocated for Customs verification and departure formalities.
Planning and passenger awareness will help avoid unnecessary delays, last-minute terminal changes, and potential additional charges.
