Due to the number of deviation incidents reported at Tokyo Haneda (RJTT) over the past year, a three-strike system is in effect now for operations at RJTT.

Under this policy, a Pilot-in-Command (PIC) who accumulates three logged Air Traffic Control deviations will be prohibited from operating to RJTT as PIC. Each logged deviation will remain on the pilot’s record for one year and will be removed afterwards, provided there are no additional deviations during that period.

Not all reported deviations will necessarily count toward the three-strike threshold. The Japan Civil Aviation Bureau (JCAB) will review the circumstances surrounding each event and determine whether the deviation warrants being logged officially. The operator will be notified of the final determination once the JCAB review has been completed.
